Spain accelerates draft rules on self-consumption and distributed energy storage
Solar self-consumption and batteries: the drafts are not yet rules in force.

What was announced
On 13 October, Spain’s Council of Ministers authorised urgent administrative processing of a draft royal decree addressing changes to electricity self-consumption and support for distributed energy storage. This decision concerns the preparation of legislation, rather than new rules entering into force.
A separate draft developing renewable energy communities and citizen energy communities is also being accelerated. These topics matter to homeowners considering solar generation, a battery or a shared energy project with neighbours. The official Cabinet reference does not, however, establish new rights for any individual consumer.
The initiatives cover Spain and both documents remain drafts under an urgent procedure. The reference gives no final approval or effective date. Projects should therefore not yet rely on assumed new distance limits, energy allocation arrangements or battery conditions. Practical changes must be assessed against the final published text and its transitional provisions.
What it means for your home
Follow the final text before a shared solar project or a storage addition; accelerated drafting does not yet change installation conditions.
