Spain updates electricity contract rules
Royal Decree 88/2026 regulates supply, retail and aggregation. It includes consumer rights and took effect on 12 February.

What was announced
Royal Decree 88/2026 was published in the BOE on 12 February and entered into force that day. It regulates electricity supply, retailing and aggregation, including provisions on consumer rights and contractual relationships.
This is a published regulation rather than a preliminary consultation. However, an individual case still requires checking the relevant article, the electricity contract and, where applicable, any technical arrangements needed to implement the rules.
For a home with solar panels, a battery or an EV charger, the framework provides useful context when assessing a supplier's offer. It does not by itself guarantee a cheaper tariff or income from flexibility services. Those outcomes depend on the actual contract and conditions of participation.
What it means for your home
Distinguish a proposal from an effective rule and review the official text before changing a contract or installation.
